This spawned out of trying to figure out how to get my ASUS G14 laptop from running uncomfortably hot when it was sitting there. There is the Armoury Crate app which lets you configure how much power you want to cap the CPU to, but that didn't really help much. I could've tried Ryzen Master, but I didn't really feel getting yet another app to configure the processor. And there's no options in its UEFI settings to change any of the processor power management settings (so I can't touch PBO or anything like that).
But I found another way, through Windows of all things. If you open RegEdit and go to the location Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\be337238-0d82-4146-a960-4f3749d470c7, and then set "Attributes" to 2, this opens up another option in the Power Options -> Change Plan Settings -> Change advanced power settings
It's the "Processor performance boost mode" option. Also unlike a lot of other registry settings, you don't have to log out/log in, its effect is immediate.
The option was set to "Aggressive" by default on all my power profiles, which means the processor will do its damnedest to boost. I set it to "Disabled" on my laptop, which means it won't ever turbo boost. Also, the effect is immediate, you don't have to reboot. While I haven't tried extensive gaming with it, I can immediately tell a difference when it's idling around that it runs cooler and the fans aren't spinning up as much. A cursory glance on Reddit showed me people found the best of both worlds (getting boost and relatively tame heat output) with Efficient Aggressive.
The neat thing is whenever I want to have turbo boost again, I just flip this back on. Why Microsoft chose to hide this option is beyond me.
EDIT: Before anyone asks me anything about my laptop or why it was getting "uncomfortably hot" to begin with
- The laptop doesn't get used a lot, so dust isn't really a problem.
- The TIM used in my version of the laptop is liquid metal according to ASUS's product literature. I'm not going to open my laptop to verify if this is the case.
- This has been something of a quirk that's been bothering me since I first got the laptop.

Gaming laptops do tend to be set to aggressive by default. Efficient aggressive seems to be a decent compromise.

Thanks for putting it clearly, I was aware of this back in 2018 when i got my Asus ROG laptop, but the option still disappears every now & then (windows update, reinstall) & i'm not memorizing a registry key code ...
& you nailed it, how is this not a more visible option is beyond me, they prolly think gamers like loud & obnoxious fan noises over their headphones...
I mean even on battery mode the default setting is aggressive forcing my 2.90GHz i7-7820HK CPU to a constant 3.6GHz boost, making fans spin at the slightest load, the ROG Gaming center bloatware pushes it to 4.3GHz in "Extreme" , almost made me send back the laptop hadn't I found this solution .
Yet they remove it & hide it in registry... REALLY ?
